I am directed by Secretary Sir R. Grey to acknow-

ledge the receipt of your letters of the 11th and 18th

instant (3638) (4706), respecting the refusal of the

Viceroy of Canton to surrender a native of the new

territory of Hongkong who is charged with murder in

that territory.

In reply I am to observe that the views of this

Department in the matter were very fully set out in

the Foreign Office letter of the 25th ultimo, and the

correspondence which has since been received from Hong-

kong and Pekin does not appear to disclose any grounds

for modifying them.

The national status of the murdered man, or of the

perpetrator of the crime when within the limits of the

new territory of Hongkong, has no bearing on the latter

when he is within the limits of the Chinese Empire,
